Andrew Haystead
I have proudly served the residents of Norvell township since first being elected to the
township board as Trustee in 2020. I was re-elected in 2024, reflecting the community’s
trust and support. In 2026 I was appointed to be the Township Supervisor, taking on a
leadership role focused on responsible governance, transparency, and maintaining the township’s rural character while also allowing for property owner’s rights and growth that
will benefit the township and its residents.
I am deeply rooted in the agricultural heritage that defines Norvell Township. As a third-generation farmer, I understand firsthand the importance of land stewardship, local
economy, and preserving the township’s way of life, but also understand the need for
controlled growth.
In addition to public service, I am committed to supporting local youth. I helped to start
and am currently helping to coach student athletes from Napoleon schools in shooting
sports, teaching discipline, responsibility, and teamwork.
I am focused on bringing a practical, community-focused approach to leadership, with
priorities that include supporting residents, protecting local resources, and ensuring thoughtful growth for future generations.
I encourage others to get involved and voice your concerns, problems, or suggestions.

Clerk’s Office
I was reared in this community and graduated from Napoleon High School. I met my husband (a Navy veteran), while working as Office Manager for our Alma Mater in Wisconsin. Along with our 3 sons, we served as missionaries in Ireland for 22 years. Upon our return to the U.S. in late 2023, my husband and I relocated to this community, where I have been privileged to work as an Election Inspector and Deputy Clerk for Norvell Township. I have enjoyed working in both of those capacities and now look forward to serving in the position of Township Clerk. Though it involves consistency and routine in working with the daily management of Township funds and ‘all things election’, it is my desire to be an asset to the residents of Norvell Township in service and wise stewardship while occupying the office of Clerk.

First off it is an honor to represent the people of Norvell Township. I grew up in Norvell, attended Napoleon Schools, and my wife and I are now raising our 4 children on my family’s farm. Between farming and now being a trustee for Norvell Township, I also help coach the Napoleon shooting sports teams at the Napoleon Middle and High School.
I will strive to help make the township the best it can be and encourage others to get involved and voice your concerns or problems.
Paul Francis
I was appointed to the Norvell Township Board on September 13, 2023 to fill an unexpired term, which will end in November of 2024. I served on the Bedford Township Board in Monroe County for sixteen years, first as trustee for 8 years, then as treasurer for 8 years. prior to moving to Norvell Township. My goal as your trustee is to serve all of the residents of Norvell Township, fairly and equally, to the best of my ability. Please feel free to contact me either by phone or email if you have any questions or concerns.
