On behalf of everyone here in our office, welcome to Norvell Township! My name is Bill Sutherland, the Township Supervisor. I am responsible for monitoring the overall operations of the Township and its departments. Some of my specific duties include setting agendas, chairing Board meetings, developing the Township budget, tax assessment administration, Secretary to the Board of Review, appointing members to the Planning Commission.

I have lived in Norvell Township since 2008. I am a graduate of Columbia Central High School. My wife was born and raised in the Township and her family have been lifelong residents. I love living in the Township and want to do what I can to preserve the character.

I am available to all residents and interested parties to discuss and address concerns on Township issues, plans, questions, problems, and complaints. I am also available to work with other municipalities and levels of government for the benefit of Norvell Township and its surrounding communities. Jeff Oswalt

Hello, my name is Jeff Oswalt, and I am your Norvell Township Clerk, elected in November of 2020.
I’ve been a resident of Norvell Township since 1996, moving here with my wife Jennifer and son Joshua.
Before winning the November Election for Township Clerk, I had served on the township’s Planning Commission for 7 years. When I retired from my full-time job as a Resident Unit Manager with the Michigan Department of Corrections, I worked several part time jobs. I’ve always had a strong interest in township government, and a desire to work to improve my community in any way possible. When the opportunity came to run for Township Clerk, I felt this was an excellent opportunity to do so.

The Township Clerk’s responsibilities include:
Conducts elections and maintains voter files
Holding the position of sexton for the township’s cemetery
Maintains custody of all township records
Maintains General Ledger
Prepares township financial statements
Prepares warrants for township checks
Records, maintains and publishes township board meeting minutes
Keeps and maintains ordinance book and book of oaths
O.I.A. Coordinator (Freedom of Information Act)

In addition to the responsibilities named above, I have become a Notary Public and offer free notary services to the community. Just call the township hall (517-536-4370, Ext. 4) to make an appointment. Another high priority item is updating and computerizing the township cemetery records, updating the township’s cemetery ordinance, and a general clean-up of the cemetery as a whole.
In closing, I would like to thank all of the residents who supported me and voted for me, and to say I will do the best job possible to achieve my goal of making Norvell Township a great place to live.

First off it is an honor to represent the people of Norvell Township. I grew up in Norvell, attended Napoleon Schools, and my wife and I are now raising our 4 children on my family’s farm. Between farming and now being a trustee for Norvell Township, I also help coach the Napoleon shooting sports teams at the Napoleon Middle and High School.

I will strive to help make the township the best it can be and encourage others to get involved and voice your concerns or problems.

Paul Francis

I was appointed to the Norvell Township Board on September 13, 2023 to fill an unexpired term, which will end in November of 2024. I served on the Bedford Township Board in Monroe County for sixteen years, first as trustee for 8 years, then as treasurer for 8 years. prior to moving to Norvell Township. My goal as your trustee is to serve all of the residents of Norvell Township, fairly and equally, to the best of my ability. Please feel free to contact me either by phone or email if you have any questions or concerns.
